Too bad you are giving up on the Celcia 20. I don't like unresolved mysteries. I would have liked to figure out why it's not working for you. Although I can also understand that you prefer a reliable heating system at this time of the year.

May I assume the measurements you reported were done with the boiler and thermostat disconnected? In that case the voltages you found are normal. Domoticz should not be doing anything that could cause the Celcia to crash. My current best guess is that perhaps communication between the OTGW and Celcia stops working and that causes the Celcia to throw a tantrum. The opentherm specification defines a few messages as mandatory. This includes 14 and 17. The OTGW will always continue sending these IDs.

Switching between gateway- and monitor mode is a feature only the gateway firmware provides. I see no reason for the Celcia crashes in the data you provided. ("Low power" is not an error indication. It just reports the Smart Power state, which can be low, medium, or high. Low power is the normal state.)

The OTGW doesn't require much power at all. A 1A power supply should suffice.

An issue that develops or deteriorates over time without any deliberate changes being made to a system usually indicates a hardware issue.
