HouseAgent runs fine on it, I will post a blog about it soon!
It's not to hard, python is already in the base image you just need to add a few libraries.

I've attempted to go down that road before. Plugwise is not willing to share any information about their protocol.
I guess their main reason is the sleazy business model, which is based on harvesting user data. Not using their software will not allow them to harvest, so go figure.

Are you using domotiga as a regular user? If that's the case, did you set the appropriate permissions on the USB serial port?

Quick update: the smart meter was installed today, the precision is just fine. Connecting the P1 port was a piece of cake (I used the USB method), and I already have the data coming in to HouseAgent. I did test it with open-zwave, the z-wave implementation in HouseAgent is based on open-zwave. Not sure yet whether it's an open-zwave issue or a HouseAgent issue..
