is it possible to sensor if a fly sits on it and then fire its voltage ? and to count the dead flys in homeseer ? (the last question is not the relevant one)

Use the motion detection option of a webcam to trigger an event that will turn on a KaKu wall outlet device wherin you put a 3V power adapter that in turn is wired to the fly zapper.

If you are going to attach a 3V power supply anyway you might as well keep the power on all the time and use a webcam to capture the zapp moment.
Anyway there will be no delay.
