Okay, if anyone else has any easier solutions that are limited to Z-wave I'm all ears.

I am searching for the same solution and I found a Zwave dimmer with a 0-10V outpunt to control your dimmer driver.
Qubino Flush Dimmer 0-10V ZMNHVD1 Z-Wave Plus

Have you tried the Qubino? I've tried the Qubino and there is some voltage leakage so the lamp does not go out completely
I mailed to Qubino and they say there is a small leakage of 0.4 to 0.6 volts
So my search also goes on.
