HDR-105 Halogene Dimmer and LED strips?

Can I use the KaKu HDR-105 Halogene dimmer 12V to drive a LED strip using a AC/DC converter (brugcel)?

I have no experience with the Kaku unit, but try-ed 12V LED on a osram halogene dimmer. This was no success! I blow-up my LED's after 48 hours. The problem is (and I also think with the KAKU) that the halogene dimmer needs a minimum load of around 30W to function correct. Below that load the voltage is to high.
