Setup the simple webclient (wiki) and use the url to turn "on" an virtual device. Configure this device in DomotiGa to reset itself to "Off" after a few minutes.

Your debug log pointed me to a bug in the DomotiGa code that prevents activating the OpenTherm interface. (Apparently I mixed up "WAIT" and "SLEEP" commands )

To me it looks like you domotiga does not have the proper permission to open the port.

I took a look inside the sourcecode and there is indeed a difference beween the two commands. The "ValueUpdate" doesn't send the command to the Opentherm gateway. So to get it working use this script Devices.SetDevice("<name of opentherm outside temperature device>",Dev_38_Value )

The time sync option (at interface dialog) in DomotiGa runs hardcode once a day at 3:15 in the morning. So did you waited long enough?
