DomotiGa can control the Somfy RTS blinds using the the RFXrtrx433E, see https://domotiga.nl/projects/domotiga/wiki/RFXCom#Somfy

How is the sound volume ? Is it loud enough, do you hear it when you are in another room in the house ? The volume has three levels and for all three levels I can hear it in the other side of the house. And what about the reach/distance, is it comparable with Coco (KlikAanKlikUit) ? Not sure about ...

Yes, from your description it looks like DomotiYii is not writing the right password hash to the database.

I think that is possible using most Home Automation solutions that have decent ZWave support.

Guessing you want to use Arduino because you like to build things yourself, the Dimmer-Arduino could be a good start.
It looks like there is no ArduinoPlug (like the SheevaPlug) but on the other hand, if you like to use Arduino, some wiring and soldering should be part of the job.
