Auto connect script lan/wifi

Hello,

I'm searching for a Windows program that can do next thing.
I have a Asus B203 EEE Box with a Wifi and a LAN interface.
But sometimes he lost the LAN connection so i must restart the PC but there for i must restart it at home, now when i use the Wifi connection i can do it remote.

Only i whant not alwase let the Wifi connection on, so i'm searching for a program that can startup the wifi when my lan interface is down and give me a mail alert that the LAN interface is down.
