New house -> what HA system to use

Hi,

My brother is building a new house (Belgium) and he wants to integrate 'some' HA:
Control of lights, power sockets, blinds, AV

For the AV stuff I can figure things out myself, but what do you guys use for the control of lights, power sockets and blinds? At my home I use arduino and plugwise to have some control, but for a new house they want to do it as 'clean' as possible. There's a fair amount of budget for this, but ofcourse it has to be 'in relation' with the benefits of the used system.

An open system (API) is preferred.

What could you guys recommend ?

choose KNX with the Schneider HomeLynk as base device to control every system.
