I don't think it is, when it's a bit older. For a new one it would be.
My PC (Pentium 4, 3.2 GHz, 1GB RAM, 3 x HD, 4 years old) around 190,001 W.

This is normal for old Pentium systems.but still lot of power
I hope your standby is working well...and that there is support for S3 standby.
If not standby will also consume lot of power.

My MCE is (was) consuming 55 watt active and in standby 6 watt.
After 1 year my Acer Idea 511 stopped..:(
1 day before end of the guaranty.
Acer will pick it up tomorrow for repair.

ps your system will cost you 350 euro per year if the standby is not working well.
maybe you can sell this at home and by a new mainboard for your system

120 Watt bij 80/90% processor load, around 70 Watt idle and 11 Watt standby. AMD X25200+ on a 690G Motherboard, 2Gig memory and only 1 HDD.
Same processor on a nForce570 chipset with 2Gig and 1 HDD but with a 8800GTS Videocard consumes up to 300 Watt!! (including 22"tft but still a lot) under full load and around 235 Watt when doing nothing...
