Question, is it possible with the Plugwise software to make a setting that when i insert a circle back to the power line that it's default off in place of on?

No this is not possible, already informed at Plugwise and the say this feature is on their roadmap (but it's not on top)
Also, in case of an power outage, all plugs will be activated when the power gets back.
In homeseer I have created an event that switches off all plugs that needs to be '"off" by default.

Setting a schedule with high standby value switches the circles off within 15 minutes after being switched on again.

Little update, i have solved this problem with a event in HS.
I have now the next startup event.
When the plugwise module is instert the powerline the status will be set to "on" and the charger (in this case) wil be take a few watt to charge the accus.
Now when the wattage is lower then 2,3 the accu is full so i shutdown the plugwise, so in this case the module will be on for a x time but will be shutoff when the accu is full.
