Windows based Home Automation Software (for Z-Wave)

Maybe a stupid question but I'm wondering:
What Home Automation Software for Z-Wave is currently available for Windows and is there some freeware maybe? (Like LinuxMCE)

Take for example that I have these Z-Wave devices:
  • USB PC-Adapter
  • Motor Control Module for a Window Blind/Roll-Shutter
  • Power Socket Switch
Now, what choice do I have of control-software to use on a small 'server computer' that runs Windows 7 :?:
Of course, I know of HomeSeer (payware), but that's a bit too expensive.

Or will it be cheaper to just go for the Vera Lite then?
(so that one does not need a 'server computer' with a USB PC-adapter & z-wave control software, because the Vera Lite replaces those 3 'things')

Homeseer is also free for the first 30 days. After that you could switch to VMware or Virtualbox to run a linux based OS (Domotiga?)
Running HS3PRO on PC with Z-Wave / OpenTherm / Plugwise / RFXcom / MQTT / XAP400 / Logitech Media Server and Squeezelite on PI`s
