I'm currently building a house and I think Z-wave is the best way to go (unless someone proves me wrong)
Now, when the elektrician is going to install the lamps and sockets and all the base station won't be there yet.
Can you set up a simple z-wave network with just a remote controll, and add it to a usb controller later?

It is possible, but you still need to pair your devices with your controller. Depending on your Z-Wave, this can be a difficult process (you need direct access to e.g. a button on the device). If building a new house, you can have a look at e.g. KNX, little bit more expensive ... but if you are cabling everything anyway, a more stable choice ... For the rest you can choose Z-Wave
