Is it possible when i buy an universal usb Zigbee dongle to control Plugwise products but also other products like Philips Hue ?

No this is not possible, because they use a additional layer on the Zigbee.

there are two options now I think.
A french startup: Zigate
conbee zigbee controller
Both not tested by me (yet). But looking promising
