wire break locator

is there an instrument to locate a wirebreak. i have a proliphix temperature sensor on a wire of 30 meters through the whole house. it gives -31 degrees celcius (true = 23 degrees celcius). i want to know where the problem is. the electrical companies know where to dig a hole in the street if there is a wirebreak.
