This site have aparently some open source someware to read out the P1 port on a smart meter.
I am not a fan of a smartmeter nor do i own one so i can't say what this info is worth. However i didn't want to hold this info back.

Personally I prefer a networked solution instead of USB, cause most of the times the smart meter is not near a PC.
You can run the software you mention on a Raspberry Pi though, that sounds much better to me
