yes, you still need a dimmer in both cases.
the only difference between the two led bars is that :
yours is more professional, bigger, brighter, has mounting brackets, more expensive etc.
yours is 24V, the other one is 12V
(compare specs : current/voltage/number of leds/length/brightness)

if you want a lot of leds, be careful about maximum current/voltage for your 12/24V power supply and PWM dimmer hardware...
