could be that ToonStore is already installed earlier, in that case opkg skips installation.
Can you try 'opkg remove toonstore' first and then run the updater again?

I think your /etc/hosts file is broken.
Normally, if the VPN is started, the host entry for 'feed.hae.int' will be added in there but it is not working for you.
Please post the contents of the /etc/hosts file

Just reboot to make sure.
Then do a "ps -w |grep openvpn" to see if openvpn is started. If yes..
Then try "opkg update" It should give you a lot of output.
Don't worry. That command doesn't do anything. It's just checking if the list of new packages can be downloaded.
If it stalls or says something in the line that says "failed", then post back.
If above fails you can try to manually enable openvpn by issuing
"/usr/sbin/openvpn --config /etc/openvpn/vpn.conf --verb 0"
Then try "opkg update". If it stalls or says something in the line that says "failed", then post back.

I would not start the openvpn manually (without the upgrade script). I'm pretty sure his /etc/hosts file is wrong. I have seen multiple old versions of toon not updating the /etc/hosts file correctly.

The problem was that the hosts file was changed everytime with the known entries, but then all on one line, like:

My current hosts file is:

Just removed the upper part, try the upgrade again, but the hosts file is now again the same with double entries.

His old version had a problem with the hosts.template file. Once corrected the updates went fine.
