Homeseer 3 - inconsistent Location usage?

Playing with Homeseer 3 I found that amongst the plugins & scripts the location usage appears to be inconsistent..
Looking at this list you would think that location-1 should be used to identify the kind of device (Jon00 Hue/Network, Pushover) but looking at the Z-Wave plugin:
location-x: type of device (lamps, counters, network, hue, etc)
location-x: physical location (ground floor, outside, garden, office, attic, etc)
Q: What are the best-practices in setting up locations in HS3?
Q: Is it safe to override the locations that are automatically set by these plugins/scripts?

- The Z-Wave plugin uses location-2 as the 'TYPE' but the others use location-1
