Read Status of a Switch with Zwave

Hello,

I use Zwave Appliance Plugs 230V 50Hz to control electric radiators.
I am planning to buy mControl because it is not too complicated to use and affordable for hobbyst like me.
Is this a good choice ?

I have a special contract with our Electricity Board called EJP for 3effacement Jour de Pointe" were during the winter period the KWH is 3 to 4 time more expensive than normal between 7:00 in the morning until 01:00 the following morning.
From 01:00 until 7:00, the price is normal like in summer.
In a standard installation the Electricity board install a relay which disconnect appliances you do not want to use during these peak hours.

So, I like to add an additional relay and read the status of the contact, transfert this status with Zwave in order to program my radiator differently depending if I have or not the EJP tarif.
What sort of device should I use to read the status of the contact and transfert it to Zwave to be accepted by mControl .
I plan to use with mControl a conditional command IF EJP the radiator will work only from 01:00 to 07:00 to accumulated heat in the house and If not EJP, the start at 8:00 until 18:00 in the office, 7h00 to 09:00 in the kitchen for the morning coffee and so on .....
I am in France so the device should work with 230V 50 Hz and Europ Frequency.

I have also another need to read temperature outside for the roof blind, if below 2 degres Celcius, they should not open because they may break.
What affordable device could I use to transmit the temperature with ZWave.

Patrick,

I would like to help you, but i'm not a mControl user. I doubt anyone is using this software on this forum (because most users do use Homeseer or DomotiGa), but maybe someone will respond now.
