Hmm, I guess that all the regular February months (the ones with 28 days) have 4 instances of each weekday.

Take a look at February 2009:
Sun: 1,8,15,22 (4)
Mon: 2,9,16,23 (4)
Tue: 3,10,17,24 (4)
Wed: 4,11,18,25 (4)
Thu: 5,12,19,26 (4)
Fri: 6,13,20,27 (4)
Sat: 7,14,21,28 (4)

The only thing special is that they are now fully aligned since the month starts on a Monday. So I think the remark should read that February 2010 is exactly 4 calendar weeks. This assumes of course that you are following the rule that the week starts on a Monday. (which is not always the case; Christians: Sunday, Saudi Arabia: Saturday, to name a few).
