Water meter

I need a water meter, a sensor to implement in a 22mm pipe.
And I need a digital output (a pulse output is OK).
Many sensors are available, but everybody is focusing on high accuracy
and for this application an accuracy of +/- 10% is OK,
but I need them in quantity and low cost.
I have once seen a kind of small plastic propellor based water sensor.
It had small iron elements in the plastic propellor,
so a hall-sensor was capable in counting the passing propellors.
But I have forgotten the productname.
Any suggestions for low cost low accuracy water sensors ?
