Hello,

For operating my 24VAC valves, I bought 2 second hand power supplies, both with two output voltages, 12VAC and 24VAC.
When I measure the output voltage, my multimeter reads 16VAC for the 12 VAC output and 31 VAC for the 24 VAC output, this is the case for both of the power supplies.

Is this normal, or are both of the supplies broken?

Btw, I borrowed a second multimeter, same results.

This is normal, when you put a load on it, like a 24V lghtbulb, you will see the voltage drop to the propagated voltage.

In fact, it's normal. If your PS have a scale-voltage setting (most of them have it) starting from 2V to 12V , you will have 12V when set is at 9-10 V point.
