Controlling VERA using http will be a challenge.

If you like to control you zwave from the VERA and Homeseer:
Replicatie your network to secondary controller.
Use the secondary controller from the Homeseer.

Benefits of this is that you will have no dependency
Homeseer and VERA both can be controlled without having the other one running.

the problem is a tcp/ip connection over internet. on the usa homeseer forum the only documented reliable solution is an american controller connected through rs232 to ip global serial converter.
see

http://board.homeseer.com/showthread.ph ... erid=65272

i live in the netherlands so i can use a aeon z-wave eu usb stick but i have no good usb/ip hub.

with plugwise i have no good results with belkin home base, lantronix usb box, and anywhereusb5 over the internet , three types of usb to tcp/ip hubs.
but the rfxcom receiver/transmitter does it perfect on remote locations.
