Mains Frequency Problem

I have recently installed an A10 system in an off-grid power network (solar powered, not connected to the mains grid). Off-grid power networks do not have a guaranteed frequency. It depends on the produced power and there are times, when the network is not loaded, that the frequency can go up to 53Hz.
In my system, when the frequency is above 51.5Hz, the SAX1 switches do not operate. You send commands but there is no reaction. It seems that SAX1 cannot operate at such loose frequency limits.
The PUX debugger detects the transmitted A10 frames. This implies that the controller (CTX15) does indeed send the commands but the SAX1 cannot read them.
The strange thing is that PUX can read the commands even at 53Hz while SAX1 cannot. So something is more sensitive inside SAX1.
I would really appreciate any feedback if someone has any similar problems/experience or knows ways of solving it.
