When asking pass the ethic line...

After reading lots and lots of posts Im wonder whether or not asking questions can be seen as ethical trespass or begging position, Im affright even to ask.
People write: "Im not telling you to do it for me, but if you can give a clue I will go ahead and...."
Iam very good developing logic flow charts but Im not a programer, logic is one thing, writing lines under visual or any lenguaje is another thing.
Why there are not developers on-line with Paypal accounts receiving flowcharts to be developed? Iam sure there are lots of people like me, people in he edge of the knowledge, I know what I need, but not how to do it. Vera (in my case) have a nice dashboard, I can make and run scheduled scenes by triggers or single commands, but when some logic operators have to be included and lines of LUA needed... is the end of my road.
And as you can see guys my english is not complete neither, (Spain).

Any clue?
