It is now crystal clear to me.
All of my HSM100 devices cannot be upgraded - they do not show this option.
Also, all three of my GreenWave devices also do not show the upgrade option - Application Version 4.21 / Z-Wave Lib Version 3.33 (ZDK 6.01.2).
My Fibaro RGB LED dimmer I realised is actually showing this option, so there's nothing wrong with my HomeSeer, most of my Z-Wave devices simply so not support OTA upgrades...
