If I've read the documentation properly, I cannot add an RFXCOM transmitter to an RFXCOM USB receiver. It would need to be a LAN receiver to do that. Is that correct?

That's true.
An USB interface can have 1 or 2 receivers or 1 transmitter inserted.
You can use an USB transmitter with an USB receiver connected together with the handshake cable that is delivered with the USB transmitter.
Or select a 2 COM port Ethernet interface with transmitter and move the receiver module from the USB interface to the Ethernet interface.
