Just connect the pulse cable from the Alaxa to the open end cable that goes to the RFXPulse module. No external power needed. No + and - cause the Alaxa acts as a switch that closes for a short time and opens again. For the rest, just follow the RFXCOM manual.

Well I connected just the alaxa into the rfxmeter pulse module, but no led blinks when I use water.

Does the rfxpulse produce any power, because the alaxa needs power I thought.

did you read the documentation http://www.rfxcom.com/documents/RFXPulse%20module.pdf

Connect the relay (pulse) contact to pin 2 and 3 of the jack connector.
Adjust the potentiometer P1 (Trigger Level) at the middle position (about 12.5 turns from each end). There are 25 turn potentiometers used. At the end of the 25 turns a small click can be heard. The potentiometer P2 and Pin 1 of the jack connector are not used.
Warning: the relay contact must be free from any voltage!

Got it working, i needed the copper, instead of the white cable.

It works with heyu pretty simple. Recommended instead of xpl-perl
