Offcourse it is possible to connect the Powermax to a VOIP connection as long as you can connect analog equipment to the VOIP connection. However, if it is wise to do so is another question. Do you want to be dependent on the availability of your Internet connection for alerting? An alternative would be to install a GSM interface in your Powermax as a backup in case the VOIP connection is not available.

If your Fritz!Box does fallback to the regular (analog) telephone line once the connection to the VoIP provider is lost, there is no issue.
The issue with the Powermax and VoIP is when you connect to an "Alarm Centrale". It communicates binary data, just like a modem. That may not work properly over VoIP.
