HCB won't start up

On re powering the HCB, it remains in a software starting cycle. Led 1 keeps flashing and via the LAN getting the message: "HCB application software loading"

Even disconnecting the HCB from power for 24 hours and more, does not solve the issue.

Any suggestion?
