Changed to Dim (or level change)

Anybody uses this status change trigger type? If so did you noticed the "or level change" will not fire if you are already in de Dim state?

Example:
1. light is off
2. dim the light to 50% -> triggers event based on this type of status change
3. dim the light to 30% -> the event will not be triggered

So is it a bug or don't i understand the "or level change" correctly?
