I'm on 5.30.4, but my Toon v1 keeps saying the "new TSC resource file available, reboot gui" message and reboots on its own but then the message appears again.

It's also rather slow, way slower than after the last update.

Any idea what's happening?

It should not reboot on its own. A new TSC resource file is published which includes some new icons for new toonstore apps. Nothing important.
That message should only appear when you hit 'check update' in TSC menu and it will then download the new resource file and asks you to restart the GUI.
You probably have seen the 'there is a new TSC resource file availabe. Please update using the TSC menu'. This directs you to this.

In your case, I think something else is wrong. Disk full? Too many apps running?
